DOS and Windows terminals don't set bit 7 when the Meta key is pressed.
The backslashes in `\+\+' are required because M-x lisp-dir-apropos expects a regular expression as its argument (see section 5.36 How do I use regexps (regular expressions) in Emacs?), and `+' has a special meaning in regular expressions.
